What is the view of Talent development in China?

China is worse than the western because Chinese companies are less willing to spend money on training and developing talents. It's due to the tradition, the history, the culture and the speed of changes which Chinese companies are facing.

Different in training programs, Chinese companies vs Western companies

Western HR programs are well developed and accepted in companies/industry. And, also because the managers in western companies are more willing to accept individuals who are more educated than themselves, while Chinese Managers are not willing to hire somebody who is more educated.
