近日河南郑州市西岗村的一块原本被划拨建经济适用房的用地，竟然被开发商建起了别墅和楼中楼。经初步调查过后，郑州市政府已责令其停止施工，并对开发商处以罚款。

The municipal government of Zhengzhou, capital of Henan, completed its initial investigation and found the developer guilty of building 12 villas and two mid-rise buildings without government approval, according to local reports.

据当地报道，河南省郑州市政府已经完成了初步调查，并判定开发商在没有得到政府许可的情况下（在经济适用房地皮上）建造 12 幢别墅和两幢中层建筑的行为违法。

在上面的报道中，mid-rise building 的意思是“中层建筑”，也就是高度在 5 层至 10 层之间的建筑。与之相对的就是 low-rise building（低层建筑）和 high-rise building（高层建筑），“超高层建筑”则是 super high-rise building。
