背景介绍：

     近日，汉阳城管部门采取“文明接力”的方式对违规行人进行处罚，即如市容监督员发现行人闯红灯过马路，该行人就必须在原地替市容监督员“值班”，提醒市民看灯通行，直到抓到下一个违规过马路的行人才可“下岗”。据悉，该方法实行一周以来，违规行人较此前下降五成。
     据介绍，此前为了保证行人安全，城管部门安排市容监督员值守在主干道路口。根据有关管理规定，市容监督员可对违规行人处以罚款，但不少行人对此抵触情绪很大，没有起到宣传教育效果。而“文明接力”的方式让人更易接受。
