China has updated much of its IPR framework since joining to the World Trade Organization some 12 years ago. This includes recent, important amendments to its trademark law earlier this year.

But our work is far from complete. For instance, the need for reform is perhaps greatest in the area of trade secrets law, which has remained unchanged since 1993. And we continue to hear from Intellectual Property Rights holders that proceedings in China lack transparency.

Just a few weeks ago when I spoke at the U.S.-China Film Forum in Beijing, I met a Chinese entrepreneur involved in the distribution of licensed television and movie content on the Internet.

He said his business is struggling to compete in a market where over 90% of the content is illegally distributed.
