The House of Representatives could vote Friday on a bill to end furloughs for air traffic controllers. The furloughs, which were triggered by budget cuts, are blamed for thousands of flight delays this week. 
 
Japan's transportation minister says that country's Boeing 787s could resume flying soon. He says they're expected to get approval from U.S. regulators, once they complete installing systems to prevent battery fires. 
 
A fire at a psychiatric hospital outside Moscow killed at least 38 people. Russian officials say it appears only three people survived. 
 
And thousands of South Koreans and U.S. troops held joint exercises in South Korea Friday. North Korea denounced the exercises, calling it a practice war drill
