精神卫生法草案的起草人之一，被誉为中国司法精神病学泰斗的四川大学华西医院博士生导师刘协和透露，最新修改的《精神卫生法(征求意见稿)》已发出，《精神卫生法》最快有望在年内出台。

A long-delayed draft law expected to be passed this year marks a significant shift from the treatment of mental illness to its prevention, said Sichuan University's Liu Xiehe.

四川大学刘协和表示，搁置已久并且有望在今年通过的这部（精神卫生）法标志着从精神疾病治疗到防范的重大转变。

At least 56 million patients with mental ailments across the country have not received any treatment and only one in four patients with serious mental disorders are hospitalized.

全国至少有 5600 万精神病患者得不到任何治疗，而且严重精神障碍患者中只有四分之一得到入院治疗。

上面的报道中，mental illness 和 mental ailment 均指“精神疾病”，也叫做 mental disorder（精神障碍），定义为 a psychological or behavioral pattern that occurs in an individual and is thought to cause distress or disability that is not expected as part of normal development or culture（一种易导致非正常焦虑或者发展缺陷的个人心理或行为模式）。

我们的劳动形式分为 physical labor（体力劳动）和 mental labor（脑力劳动），那么除了明显的 physical disorder（身体不适）以外，mental disorder（精神障碍）也是不可避免的。尤其现在社会压力大，像 depression（抑郁症），autism（自闭症），schizophrenia（精神分裂症）等病症也开始增多了，想要保持 mental health（精神健康/卫生）需要更多人一起努力。
