同时，对于那些确实需要保留的审批事项，还要规范流程，构建一个‘行政权力的法治化系统’。
在2015年开年的首次常务会议上，李克强这样说道，“审批过程完全可以加快，否则政府就跟不上时代步伐，更称不上是现代政府。”

cut, and those approval matters should not be handled in government must be
eliminated and appropriately delegated. Meanwhile, for matters that need to be
approved in deed, we must regulate its approval proceedings and build a system
of the legalization of administrative power,” Mr. Premier Li Keqiang said on
the first executive meeting in 2015, “Absolutely the approval proceedings can
be accelerated, or else the government can not follow the pace of times, let
alone  be called the modern government.”
