A skills-based CV would place its emphasis on abilities and its layout would be quite different:

A graduate with strong communication skills gained in marketing, now seeking to move into personnel as a trainee manager (a personal statement can show an interest in a particular career; don’t use vague generalised statements)

SKILLS  (this person wants to enter personnel management and so will show examples from his past that give evidence of work experience in this field)
 
Communication
Planning
Teamwork
Computing etc (Under each heading you would give examples from your past that illustrate how they are relevant. Use bullet points for clarity)

(the second page of this CV would be an edited version of the first page of a standard CV)

Work Experience
Additional Information
Referees
