Secretary of State John Kerry opened two days of meetings with his Russian counterpart in Geneva Thursday. They hope to settle on the outlines of a plan to secure and destroy Syrian chemical weapons stockpiles and avoid U.S. strikes. 
 
In Colorado, at least three people are dead and some mountain communities left isolated after heavy rain sent walls of water crashing down mountainsides early Thursday. Boulder County was hit the hardest, as the flooding forced people from their homes and caused mud and rockslides. 
 
The U.S. government posted a narrower budget deficit in August compared with a year ago, keeping the annual gap on track to be the smallest in five years. 
 
And NASA says its Voyager 1 probe has crossed a new frontier, becoming the first spacecraft to leave the solar system. 36 years after it was launched from earth, the plutonium-powered probe is more than 11.5 billion miles from the sun.
