Detroit has become the largest city in U.S. history to file for bankruptcy. The state-appointed emergency manager has asked a federal judge for permission to place the city into Chapter 9 bankruptcy protection. 
 
A top defense official says the National Security Agency is implementing new security measures, because of the disclosures by former NSA systems analyst Edward Snowden. 
 
Ben Bernanke says it's not the Federal Reserve's role to try to force Congress to take any particular action. But the Fed chief has told the Senate banking committee that Congress could do more to help the U.S. economy. 
 
The journal Science says the sampling of the Martian atmosphere by the Curiosity rover confirms it's mostly made of carbon dioxide with hints of other gases.
