Retaliate means to fight back. What is the occasion? Why did one side decide to retaliate? What tactic did that side choose?

His target headed away from the main gathering, towards a much quieter area in the back. Al followed closely without being to obvious. After turning a couple corners, Al saw that his target was heading towards an exit out of the building. Al intended to follow suit, but somebody suddenly pulled him by his shoulder and grabbed his elbow. For a brief moment, Al thought of retaliating and was about to throw a punch when he heard commotion. It seemed that a small group of people were heading his way.
