initiates public awareness on intellectual property rights

China has begun a public awareness campaign, on intellectual property rights.

The State Intellectual Property Office and other government agencies launched the week-long campaign, to observe World Intellectual Property Day, on April 26th.

Commissioner Tian Lipu.

"It is an important step to improve the public knowledge on intellectual property rights and to encourage innovative efforts. We are happy to find that an increasing number of people are getting involved in this campaign and we hope to help more people understand the importance of intellectual property rights. Through this campaign, we also hope to boost people's awareness of the invalidity of piracy and to improve the country's edge on innovation and creation."

The campaign includes a high-level forum, on intellectual property, and economic development.

China's Lawmakers to Discuss Draft Postal Law

The Standing Committee of the National People's Congress, China's top legislature is conducting the second reading of the country's draft Postal Law.

The draft law forbids foreign delivery firms from investing in the domestic letter delivery business.

After seeking public opinion on the draft, some people said the new regulation may erect trade barriers for foreign courier companies.

Qiao Xiaoyang, the committee's Deputy General-Secretary says the draft law is in line with China's commitment to the World Trade Organization.

"The regulation will not affect the other business of foreign express-delivery companies in China. They can still conduct international letter delivery business, but not private letters in China. They can also deliver packages domestically and internationally. So there is no investment and trade barriers. The business of foreign express-delivery firms in China is still being protected by China's Law."

Meanwhile China's top legislators have also discussed the draft law of national defense mobilization for the first time after 20 years' preparation.

The draft law sets out principles and organizational mechanisms of national defense mobilization, personnel and strategic material storage, as well as the prevention and relief of war-related disasters.

Xinhua: Don't Cash in on Boosting Rural Consumption

A recent green book on China's rural economy says the current standard of living and consumption levels of the country's rural residents lag at least one decade behind those of urban residents.

To expand rural consumption, the central government is taking various measures including offering home appliances and vehicles at subsidized prices.

An article on the website of the official Xinhua News Agency says it's feasible to improve rural residents' livelihood by boosting their consumption.

However the writer points out that some mercenary businessmen are cashing in.

For example some of them sell low quality products to farmers under the name of "Home Appliances Going to Rural Area Scheme".

The writer suggests that since farmers are the main low-income group in China, the essential way to boost rural consumption is to give them more discounts and increase their incomes.
