背景介绍：

在杭州宣布限牌前，杭城各大汽车4S店已经铆足了劲发动攻势，宣布限牌后的5个小时更是成为他们的狂欢盛宴。本来是买卖自愿的自由市场，不少4S店却把“令牌”当“王牌”：捆绑销售、坐地起价、趁乱签单。“限牌令”前，消费者本来已手忙脚乱，在车商的霸王条款下，更是成为“待宰羔羊”。谁来保障他们的权益？民生政策岂能成了车商的“暴利工具”？

25日晚间，杭州东新路、沈半路、西溪路等汽车4S店内灯火通明、人满为患，店前马路拥堵不堪，公安部门甚至出动了警力维持秩序。店内的消费者这样自嘲：“买车就像买白菜。是车就买，却连买的是什么车都不知道。”限令之下的“恐慌性购车”是出于无奈，但让消费者气愤的是汽车4S店“趁火打劫”式捆绑销和坐地起价。

在杭州公布“限牌令”前后，各大汽车4S店普遍进行了捆绑销售和加价。加价幅度少则数千元，多则数万元。即使加了价，很多消费者的提车时间也已经排到年底。

除去让消费者瘪了荷包外，一些细心的消费者发现，在购车合同上，一些汽车4S店也趁着忙乱做了手脚，以此规避法律责任。

Just a few days before the Hangzhou government made an official implementation of the limited licensing policy, some related government departments have clarified this so-called "rumour" to the public for many times. Therefore, it left most people more angry and disappointed. But leaving aside the widely-questioned government credibility, let's talk about this policy itself and its consequences. There's no doubt that it will help ease traffic congestion and combat air pollution to a certain extent, but the effect hasn't been significant in cities that already have similar curbs. It turned out that the policy didn't work well in controlling the number of private cars in Hangzhou, instead it triggered a heat wave of car consumption. What's worse, some auto dealers grasped every chance to maximize their profits even by illegal means. As far as I'm concerned, this policy doesn't serve us customers, but benefits those businessmen who have an insatiable appetite for money.
