  China has dissolved its powerful railways ministry in a raft of measures aimed at boosting government efficiency and tackling corruption. Many fear that the market-oriented reform will lead to an increase in ticket prices, though the authorities said this would hardly happen and they would surely hold a public hearing before any changes are made to the prices.

   After hearing that China's Ministry of Railways would be disbanded, most people felt a relief. The new government’s reform was meant to tackle corruption, but would they get the desired result at last? I seriously doubt that. 

   Corruption needs a network, to bribe and to be bribed. And the so-called most “wasteful” ministry in China should have a huge and firm network that is not as easily disbanded as the ministry itself, which means that it is likely to exist for much longer than we expect and that it will infiltrate other aspects of our lives since the people in the network will get a position elsewhere even if the ministry no longer exists, therefore corruption will not disappear, it only expands.

   Corruption is a complex problem which has gained more attention than effective reduction. In my opinion, our current administrative system is the hotbed -- power and money have a close relationship while supervision mechanism is weak. Few people can really refuse the temptation of money, including the people who are denouncing corruption in words. Everyone is a rational agent, and the trade between money and power is called “power rent-seeking” according to one of the famous economic theories. We hope for an ideal governance atmosphere with perfect legal systems, open and transparent administrative processes, and responsive supervisions from the whole society. Besides, the correct administrative ethics among state administrative organs and civil servants are crucial as well, because they are in charge of national resources which should serve the people. Is the phenomenon good or not that there are enormous applicants to civil servants examinations each year? Where does the enthusiasm come from? It’s a real question. After all, the corruption problem is not just to be complained of.

   I don’t think they will solve the corruption problem. Why does corruption exist? Because someone can get much benefit from it through an exact corrupted system. The key of the corruption problem is the people who work for our railway industry. Actually China has dissolved its powerful railways ministry, but I want to know where do the people in the former railways ministry go? If the people are also in the new railway company, I suppose the corruption will continue, because the corrupted system exists as usual. In my opinion, China Railway Corporation maybe just like China Petrochemical Corporation in the future. Do you believe there is no corruption problem in China Petrochemical Corporation? I don’t. Monopolize which causes corruption easily is always monopolize, no matter what form it exists.
