I believe that now, on the eve of a new millennium, it is time to break the silence. It is time for us to say here in Beijing, and for the world to hear, that it is no longer acceptable to discuss women's rights as separate from human rights. These abuses have continued because, for too long, the history of women has been a history of silence. Even today, there are those who are trying to silence our words. But the voices of this conference and of the women at Huairou must be heard loudly and clearly.
我相信，在这新千禧年的前夜，就是我们打破沉默的时候。是我们在北京这儿说出，也是全世界都在倾听的时候――再也不能接受把妇女的权利隔离在人权之外的讨论了。 这些陋习之所以延续到现在，是因为已经太久了，妇女的历史就是沉默的历史。甚至今天，仍然有人试图使我们保持缄默。 这次大会和怀柔的妇女的声音必须被大声而清楚地听到。
