Remarks of H.E. Mr. Zhang Wanhai On the Reception Of Celebrating the 61st Anniversary of the Founding of the People's Republic of China and Farewell Reception



今天，我和我的夫人及全体使馆的同事高兴地欢迎各位参加今晚驻格使馆庆祝中华人民共和国成立61周年招待会。


Today, I with my wife and all the colleagues of the Chinese Embassy are very glad to welcome every guest to participate the reception of celebrating the 61st  anniversary of the founding of the People's Republic of China.


今天又适逢中国传统节日中秋节。在中国，中秋节是家庭团聚的日子。“海上生明月，天涯共此时”。官邸之外，明月高悬。我们在这个时候相聚在一起，更有特殊的意义。


It is so happened that today is also a traditional festival in China, that is Mid-Autumn Day. It is a day for family gathering and reunion. There is a famous Chinese poem saying that the moon rises from the sea and people all of the world enjoy the good time together. We are gathering at my residence with the outside moon high up the sea in the sky to celebrate the Chinese National Day. I think the celebration has its special significance.


随着经济的发展，中国的面貌发生了翻天覆地的变化。2008年奥运会让世人记住了“鸟巢”，上海的磁悬浮列车给人留下了深刻的印象。无论走到中国的任何地方，每个人都可以感到中国近年来的经济、社会取得的巨大的成绩。去年，在庆祝中华人民共和国成立60周年的招待会上，我曾经说过，中国取得这样的成绩，主要的原因就是我们找到了适合中国国情的发展道路。


Along with the development of the Chinese economy, China has undergone enormous changes. The Olympic Games in 2008 let the people of the world know the "bird's nest" in Beijing. The Maglev Train in Shanghai let the people experience the modern transportation means. Everywhere in China today, one could realize the great achievement in China's economic and social development. Last year on the reception of celebrating the 60th anniversary of the founding of the People's Republic of China, I said that the basic reason that China had made a brilliant achievement was China found a development path that was suitable to its national condition.


今年8月8日，日本政府公布了最新的统计数字，今年第二季度GDP总值为1.28万亿美元，落后于中国的1.33万亿美元。这表示，日本的经济总量已经落后于中国，中国首次成为第二大经济体。


On 8 August of this year, the latest statistics issued by the Japanese Government showed that the total GDP of Japan in the second quarter of the year was 1.28 trillion USD, which was less than the figure of 1.33 trillion USD of China in the same period. The fact shows that the total economic volume of Japan is leg behind that of China. China becomes the second of the world in the scale of the economy.


尽管如此，中国仍然是一个发展中国家。


Nevertheless, China still remains a developing country.


中国的经济规模超过了日本，但是中国的人口是日本的10倍，也就是说，中国的人均GDP只是日本的十分之一。国际货币基金组织最新数据显示，中国去年人均GDP是3566美元，排名世界第99位。而日本是第16位。按世界人均GDP8000美元来衡量，中国还只是世界平均水平的45%。


The economic volume of China has surpassed Japan, at the same time the Chinese population is 10 times of Japan. That is to say the per capita GDP of China is only 1/10 of Japan. The newly published figure by IMF shows the per capita GDP of China last year was 3566 USD, which was at the rank of 99th of the world. Last year, the per capita GDP of Japan ranked 16th of the world. Compared with the world per capita GDP 8000 USD, China was only 45% of that level.


中国的发展还存在着不平衡问题，无论是产业结构，地区发展，还是城乡发展，还存在着其他发展中国家面临的同样的问题。按照联合国的贫困线标准，中国有1.5亿人达不到一天一美元收入的水平。就是按照中国人均收入1300元的贫困标准线，中国还有4000万人没有脱贫。相比GDP总量的变化，人均更能反映一个国家的发展水平。中国人非常清醒，大国不等于是强国。中国要实现现代化还有很长的路要走。


Like other developing countries, China has many challenges of unbalanced development in industrial structure, between coast region and inland region and between urban and rural areas. According to the poverty line of the United Nations, there are 150 million Chinese people whose income is less than 1 USD per day. If we calculate by the Chinese poverty line standard that is about a half USD income per day, there are 40 million Chinese people are still under that poverty line. The Chinese people are very clear in mind that compare with the change of total volume of GDP, per capita reflects a better picture of the development level, and big state does not mean strong state. There is a long way to go to realize modernization in China.


女士们，先生们，


Ladies and gentlemen,


不久以后，我将奉命离任回国，谨借今天庆祝中华人民共和国成立61周年的机会与大家道别，感谢各位在我任驻格大使期间给予我的关心和支持。


Few days later, I will be called back to China. I would like to take this opportunity to bid farewell to all of you. I thank you for the concern and support given to me during my work as the Chinese Ambassador to Grenada.


2007年底我到任时，中国和格林纳达两国正处在恢复外交关系后的发展时期。如何继续巩固和加强两国关系，是中国和格林纳达两国政府和人民的共同要求，作为驻格大使，我感到责任重大。


At the time I arrived here by the end of 2007, the relationship between China and Grenada was on the stage of development after resumption of diplomatic relations. How to consolidate and promote the relationship was the common desire of the governments and peoples of two countries. As the Ambassador to Grenada, I felt with great responsibility.


自我就任以来，我高兴地看到，中格两国的关系取得了进一步的发展。2008年，格林纳达派出15人代表队参加奥运会。2009年，托马斯总理成功访华，今年又出席了上海的世博会。一些内阁成员访问了中国。目前，在中国的格林纳达留学生已有37人，到中国参加各种培训班或研讨会的达200多人。在格林纳达，两国的合作有了进一步发展，农业项目已经进入第三期，住房项目工程进展顺利。中国佛山市与圣乔治结为友好城市，两国人民与人民的交往增加了新的领域。我们感谢格林纳达坚持一个中国政策，不与台湾发展任何形式的官方关系的立场。作为驻格大使，我能为两国友好合作的发展做出一定的努力，我深感荣幸和自豪。我相信，中国和格林纳达的友谊长存，合作将越来越紧密。这是历史的潮流，任何人都阻止不了。


I am glad to see, that the relationship between our two countries have been further promoted since I came here. In 2008, Grenada sent a 15-member team to participate in the Olympic Games in Beijing. The Honorable Prime Minister Tillman Thomas had a successful official visit to China in 2009 and participated in the Shanghai World Expo this year. Some of the cabinet members have visited China on different occasions. At present, there are 37 young Grenadians studying in China with the scholarships provided by the Chinese Government. More than 200 people from Grenada have participated different training workshops or seminars in China. In Grenada, the agricultural cooperation has entered in its third phase, and the Low-income Housing Project has been going on smoothly. The twin-city relationship between St. George's and Fushan City of Guangdong Province in China has developed a new area for the contact between people to people. We thank the Grenadian Government for its position of "One China policy" and no any official relation with Taiwan. As the Ambassador to Grenada, I am satisfied with honor and pride for the contribution I have made to the cooperation and friendship of our two countries. I firmly believe that the friendship between China and Grenada will be enhanced year by year. That is the historical trend and nobody could stop it.


在近三年的时间时，我与格林纳达贵国各界人士进行广泛接触，亲身体验了格林纳达美丽的风光和当地居民的热情好客。


In nearly 3 years, I have had broad contact with the Grenadian people at all levels. I enjoyed the beautiful scenery of Grenada and especially its hospitality of the local people.


我记得，我国四川地震后和甘肃地震后，格林纳达政府和人民向中国政府和人民对遇难的灾民表示沉痛的哀悼。我特别感动的是威斯特摩兰小学五年级学生自发在同学中募捐，他们把平时的零用钱积集中起来捐给中国的灾民，我将永远铭记这一件事。


I remember, right after the big earthquake in Sichuan in 2008 and Gansu this year, the Grenadian Government and people showed great sympathy and condolences to the victims of the disaster. What made me moved was that a young girl of five grade in Westmoreland School sponsored the donation among the students. They handed out their pocket money and donated to the victims of the Chinese people. I will remember this forever.


我记得，我在格林纳达各地都受到民众的热情接待。从政府官员到平民百姓，一声“大使你好”拉近了人与人之间的距离。在我遇到困难时，纯朴的居民给予我的援助之手使我永远不会忘记。当然，我也不会忘记我在高尔夫球场上与众多朋友渡过的美好时光。


I remember, wherever I go in Grenada, I will receive worm welcome from everybody. Whether it is a member of the cabinet or parliament or ordinary citizen, a sincere call "hullo Ambassador" makes me feel no any distance with Grenadian people. When I met any difficulties, the help from the local people made me unforgettable. Of cause, I will not forget the wonderful time I have with my friends on the golf cause.


我在格林纳达的经历将是我今后人生的宝贵财富。我会牢记格林纳达人民给予我的帮助和关爱，我将永远关心格林纳达和支持中国和格林纳达两国的友好关系不断发展。


My experience in Grenada will be a great treasure for the rest of my life. I will continue show my concern to Grenada and the support the development of the friendship and cooperation between China and Grenada.


最后，我再次感谢各位出席今天的招待会，衷心期望今后再有机会与大家见面。


Finally, I thank everyone again and hope to have the opportunity to meet you in the future.
