是“职务消费”还是“公款吃喝”？

该文件在薪资结构和支付、职务消费以及薪资的监督和管理上制定了指导方针，目的是为了建立健全规范国有企业高管薪酬的激励和约束机制。

position-related consumption 职务消费

在上面的报道中，position-related consumption就是“职务消费”。职务消费是指为保证领导干部正当生活和履行职责、完成工作任务，由政府和领导干部所在机关（单位）按照规定，为其提供和报销的费用。一段时间内很盛行的recreational activities with public funds（公款吃喝）现象其实就是职务消费被滥用的结果。

Consumption 除了表示“消费”外，还可以指“消耗”的意思。

例如：the consumption of men in a war（战争中兵力的消耗）。

Consumption 也有“挥霍”的意思。

例如：be reproached for one’s indiscriminate consumption of a fortune（因胡乱把大宗财产挥霍殆尽而遭责备）。

Consumption 还有“吃，喝”的意思。

例如：take along food for one’s consumption on a trip（带上旅途中吃的食物）。

从职务消费我们可以联想到一些官场和职场中的不良现象，如滥用职权（abuse of power），渎职（dereliction of duty），徇私舞弊（play favouritism and commit irregularities），玩忽职守（neglect of duty）等。
