Ladies and Gentlemen,

On behalf of the Bureau International des Expositions, it is my great pleasure to be here amongst you all today on this occasion for several reasons.

First and foremost, this Summit Forum, which concludes a whole series of forums which you have held, reminds us of the importance of the theme of the Shanghai World Expo, the theme of a better city for a better life.

A World Expo such as this one that we have experienced over the last six months is a grand celebration, but the future of World Expos is also instilled in a reflection on the themes concerning the great challenges to which our planet is confronted with today.

The theme of the Shanghai World Expo is particularly relevant at a time when the majority of our planet’s population is living in cities and while a large migration of the world’s rural population is moving into the cities, in particular within developing countries.

女士们,先生们,我很高兴能代表国际展览局,与在座各位一起参加今天全天的活动,原因有几点。首先,本次论坛是对前期举办的一系列论坛的总结,再次唤起我们每个人对上海世博会“城市,让生活更美好”这一主题的重视。我们在过去六个月中所经历的世博会是一场欢庆的盛会,而世博会的未来也体现在其主题涉及到当今世界所面临的各项重大挑战。当前,全球大部分人口生活在城市,大量农村居民还在不断向城市迁移,因此上海世博会的主题特别具有现实意义。

Secondly, the Shanghai Declaration which crowns your thoughts is a positive element as it reminds once again the consequences of a savage urbanisation; insecurity, pollution, heavy traffic, isolation of peoples, poverty sitting right next to richness, all these must be tackled head on. These challenges can find solutions: the Shanghai Declaration reminds us that technological advances contribute by delivering remedies. But nothing can progress without the political will of us all.

Finally, my third and last message is that this declaration will only be worth the attention and follow-up that we all give to it.

Too many declarations in the past have remained just words on a piece of paper, and many fixed objectives have failed due to the difficulties of implementation.

其次,凝聚着大家思想精华的《上海宣言》是一项积极的成果,它再次提醒我们注意粗放式城市化带来的各种后果,包括不安全感、气候污染、交通堵塞、人际疏远、贫富分化等等,所有这些都需要我们直面应对。这些挑战是可以战胜的,《上海宣言》告诉我们,科技进步能帮助我们找到补救的方法。但要取得进步,需要我们每一个人都拿出政治意愿。我想谈的第三点也是最后一点是,只有重视《上海宣言》并持续跟进,才能确保实现其价值。过去达成的太多宣言最终都成了一纸空文,许多既定目标也由于在执行过程中困难重重而无法实现。

In this respect, I can but hope that, in the name of the Bureau International des Expositions, cooperation with the Chinese authorities, and in accordance with the methods that need to be defined, regular meetings together with the grass roots actors, the Mayors of large cities, architects, urbanists, sociologists and NGOs, will draft regular assessments of the implementation of this declaration that we have just adopted, in all our countries. The Shanghai Declaration crowns Expo 2010 Shanghai China.
为此,我谨以国际展览局的名义,希望能与中国有关部门一起,根据有待进一步确定的各项办法,与基层工作者、各大城市市长、建筑设计师、城市规划师、社会学家和非政府组织开展经常性交流,对《上海宣言》在各国的实施情况进行定期评估。《上海宣言》代表了2010年上海世博会的最好成就。谢谢。
