When the person that "qui" is referring to appears in the front of the sentence, the word "qui" is used. If the person does not appear, "ce qui" is used instead, because otherwise, "qui" will be pointing no nobody. For example, Je parle avec l'homme qui est grand. The word "qui" refers to "l'homme." Since the person appears in the front of the sentence, immediately before, "qui" is used. Ce qui je vois, c'est l'homme. In this case, there is no person for "qui" to refer to, so "ce" is added. "Ce qui" is used.
