Wu Ping and her husband have just started their careers in Beijing. They wanted to purchase a home next year, but the new policy introduced by the government has forced them to change their plans.

"It now seems we have to rent a place for a long time. I've heard some of my colleagues who have extra homes to rent say they plan to charge their tenants more. The thing we fear is that rental fees will probably jump significantly within a short period of time since there may be many people like us in the city who have to rent a home since they can't buy one. I hope the government can do something to suppress the rental expenses."

The new measures follow the State Council's Janurary policies to curb property prices, which include an increase in the minimum amount of down payments for second-home purchases to 60 percent from 50 percent.

The new Beijing policy further stipulates that Beijing residents who already own two homes and non-locals who have more than one home cannot purchase any more apartments or houses. According to National Economy Information Center, 40 percent of the home buyers in Beijing are non-locals, and they have bought more than half of the high-end houses in the city. Many have no local household registration or paid any taxes.

But the strictest clause in the new policy prohibits non-locals who do not have tax records for the last five years from buying any homes.

Many Beijing residents believe that while the new policy can effectively curb real estate speculation.

it will also have a great impact on those who are really in need of a home.

"I've been working here for five years. Who knows what the price will be five years from now for newcomers. They may never be able to afford a house later."

"I think a blind purchase restriction will never help people realize their dream of having a home. If you suppress the demand too much, then later the market will see explosive demand when the policy changes."

Some real estate insiders believe the policy can guide rational consumption in the real estate market. Hu Jinghui, a manager at Ilovemyhome Real Estate Agent, says he believes the new regulation is necessary.

"The five-year clause targets those who haven't been working in Beijing long enough, especially young people who haven't secured a stable foothold. It can postpone their purchase demand and prevent them from using their parents' savings just to own a place here. It can also target some people who turn out to be unable to make their monthly mortgage payments on time because of heavy financial burdens."

Some other experts predict that high-end homeowners and property developers may refrain from doing deals since many people may not now want to sell their homes. They say small and medium-sized apartments may see slow sales in the future.
