特朗普上任以来，风风火火地每天都要搞个大新闻，世界人民看得目瞪口呆。
Vox新闻说：
特朗普上任才14天，用外国领导人的话来说，“特朗普日常发火”（normal Trump tantrum）已经成常态了。
而且他发起火来六亲不认。这两天，他的火力都集中到澳大利亚身上了，这可是美国的忠实盟友（staunch ally）啊。
昨天他发了条推特，怒骂奥巴马的澳洲难民安置计划是个“dumb deal”：
“你们能相信么？奥巴马政府居然同意把澳大利亚上千个非法移民接到美国来！这是为什么？我要研究研究这个傻帽协议！”
网友笑称这是在直播批奏折啊。
让特朗普如此火大的协议是什么呢？简单来说是这样的：
During former president Barack Obama's administration, the United States agreed to resettle up to 1,250 refugees from Australia who are living on islands in detention centers off the mainland due to strict government policies. Many of them are from the seven countries affected by Trump's travel ban.
奥巴马政府当权时，美国同意安置来自澳大利亚的1250名难民，这些难民因为严苛的政策只能生活在澳洲大陆外的小岛上的临时收留所里。其中很多难民都来自特朗普禁令中禁止入美的七个国家。
In return, Australia would resettle refugees from El Salvador, Guatemala and Honduras.
作为交换，澳大利亚同意安置来自萨尔瓦多、危地马拉、洪都拉斯的难民。
然后媒体爆料称，就在1月28日，特朗普和澳洲总理特恩布尔（Malcolm Turnbull）通电话时因为这件事当场发火，本来计划1小时的通话，打了25分钟就被他挂断。
《华盛顿邮报》的报道称：
President Trump blasted Australian Prime Minister Malcolm Turnbull over a refugee agreement and boasted about the magnitude of his electoral college win, according to senior U.S. officials briefed on the Saturday exchange. Then, 25 minutes into what was expected to be an hour-long call, Trump abruptly ended it.
美国高级官员在简述28日的这通电话时称，特朗普因为难民安置计划怒吼澳大利亚总统马尔科姆·特恩布尔，又自夸了一番自己在选举团投票中的大获全胜。然后，这通本应持续1个小时的电话在打了25分钟后，就被特朗普突然挂断了。
At one point, Trump informed Turnbull that he had spoken with four other world leaders that day and that “this was the worst call by far.”
特朗普还一度告知特恩布尔，自己当天已经和另外4个世界领导人通过电话，但这是“目前最糟糕的一次通话”。
Trump accused Australia of trying to export the "next Boston bombers" under the agreement.
特朗普指控澳大利亚企图利用这一协议往美国输送“又一个波士顿爆炸案罪犯”。
“I don’t want these people,” Trump reportedly said.
据称特朗普说，“我不要这些人。”
新闻一出，澳洲媒体都炸了，可怜的总理还要跟媒体解释，说他并没有被特朗普摔电话（the Australian Prime Minister
was forced to deny that Trump slammed the phone down on him.）。
Mr Turnbull denied that Mr Trump hung up the phone. "The call ended courteously, that's all I want to say about that," he told Melbourne radio station 3AW.
特恩布尔否认特朗普挂断了电话。他对墨尔本之声3AW称，“我们很客气地结束了通话。关于这件事我只想说这么多。”
特恩布尔一面委屈，一面还要维护美澳的关系：
"I can assure you the relationship is very strong," he said.
他说，“我向你保证美澳关系仍然很牢固。”
Mr Turnbull remained confident the resettlement deal of the refugees would continue.
特恩布尔仍然相信两国的难民协议能够继续下去。
这通电话被媒体炒得沸沸扬扬，特朗普也做出了回应，说“别担心”：
"When you hear about the tough phone calls I'm having, don't worry about it. Just don't worry about it. They're tough. We have to be tough. It's time we're going to be a little tough, folks," he said. "We're taken advantage of by every nation in the world, virtually. It's not going to happen anymore. It's not going to happen anymore."
“如果你们听说了我打的这些强硬电话，别担心。真的不用担心。事情本来就很难搞。我们必须强硬起来。是时候强硬一点了。我们被世界上每一个国家占尽便宜。这种事不会再继续下去。不会继续下去了。”

我们来盘点一下。
1 墨西哥建墙
1月25日，特朗普一连签署两份行政命令，其中之一就是著名的“墨西哥建墙”令。
Donald Trump has signed an executive order calling for a "large physical barrier" between the US and Mexico - the order will jump-start the process of building the wall, which was one of the President's primary campaign promises.
特朗普已经签署一项行政命令，要求在美国和墨西哥之间修建一座“巨型实体屏障”。该命令将快速启动造墙工程，这是他的主要竞选承诺之一。
特朗普告诉国土安全部（Department of Homeland Security）的工作人员：
A nation without borders is not a nation. Beginning today, the United States gets back control of its borders - gets back its borders.
没有边境的国家不算是一个国家。从今天开始，美国将重新掌控自己的边境，夺回自己的边境。
为解决与墨西哥之间的边境“危机”，特朗普下令国土安全部增雇5000名巡察官（patrol officers），移民执法人员（immigration enforcement agents）数量翻三倍。
至于建墙的这笔钱从何而来，特朗普并没有给出详细的计划，不过他表示：
All it is, is we'll be reimbursed at a later date from whatever transaction we make from Mexico.
反正我们将来一定会以某种形式从墨西哥那里得到补偿。
墨西哥总统培尼亚·涅托（Enrique Pena Nieto）则回应称，我们才不！
“Mexico does not believe in walls. I've said it time and time again: Mexico will not pay for any wall.”
“墨西哥不相信建墙（的作用）。我说过多少回了：墨西哥不会为这道墙付钱的。”
墨西哥华瑞兹市近日还举行“要拥抱，不要围墙”（Hug Not Walls）的活动，让分隔美墨两国的亲属在边境线附近短暂团聚。
钱到底从哪来？26日，白宫又提出了一个方案：对墨西哥进口商品征收20%的关税。
白宫发言人斯派塞（Sean Spicer）称，
We have a new tax at $50 billion at 20 percent of imports. By doing it that way we can do $10 billion a year and easily pay for the wall.
美国每年从墨西哥进口额为500亿美元，征收20%的税，每年可得100亿美元，建墙费用就解决了。
2 取消向非法移民庇护城市拨款
跟“墨西哥建墙”令同时签署的，是取消给非法移民庇护城市（sanctuary cities）拨款的命令。
The other executive order signed by the president defunds sanctuary cities like Los Angeles, New York and Chicago that harbor illegal immigrants.
特朗普签署的另外一个行政命令取消了对洛杉矶、纽约、芝加哥等非法移民庇护城市的拨款。
停止拨款，也就是要打击这些城市保护移民的努力。
美国的联邦拨款（Federal grants）属于美国经济援助，来自政府收入，通常用于各种社会服务，比如社区中心，诊所或者低收入人群住房等。
特朗普政府认为，非法移民既然不合法，就不应该得到这笔援助，美国人民不应当为这种藐视法律的行为强制付费。
3 限移令
28日，特朗普搞出最大动作，签署了一项争议极大的“限移令”。
Trump barred citizens of seven Muslim-majority countries from entering the US for at least the next 90 days by executive order.
特朗普在这份命令中规定，未来至少90天，七个以穆斯林人口为主的国家公民禁止进入美国。
The executive order bars all people hailing from Iraq, Syria, Iran, Libya, Somalia, Sudan and Yemen -- or at least 218 million people, based on 2015 data published by the World Bank -- from entering the United States. Those countries were named in a 2016 law concerning immigration visas as "countries of concern."
被禁止入美的这七个国家是伊拉克、叙利亚、伊朗、利比亚、索马里、苏丹、也门，根据世界银行2015年的数据，这些国家至少包括2.18亿人口。2016年的一部移民签证相关的法律把这些国家称为“问题国家”。
而且，这份命令还称，这七个国家只是开始，未来，这份禁入名单可能还会越来越长……
特朗普不但限移民，还限反“限移令”的官员……
美国代理司法部长耶慈（Sally Yates）30日发表公开信，直言特朗普“禁令”不合法，特朗普随即将耶慈撤职：
Donald Trump fired the acting US attorney general Sally Yates after she told justice department lawyers not to defend his executive order banning entry for people from seven Muslim-majority countries.
特朗普日前撤去了美国代司法部长耶慈的职位，后者曾指示司法部律师不要为特朗普针对穆斯林七国的禁令进行辩护。
这一事件被媒体形容为“周一夜大屠杀”（Monday Night Massacre）。
30日，特朗普在社交媒体上发表声明，解释这项“限移令”。
我们来划下重点：
❶ 这不是穆斯林禁令。
This is not a Muslim ban.
❷ 这涉及反恐，是为了保护我们的国家安全。
This is about terror and keeping our country safe.
❸ 涉恐的七个国家是奥巴马政府当时提出的。
The seven countries named in the Executive Order are the same countries previously identified by the Obama administration as sources of terror.
❹ 未来也会对那些逃离压迫的难民施与同情（在能保证我们国民与边境安全的情况下）。
We will continue to show compassion to those fleeing oppression ( while protecting our own citizens and border ).
当然，不管特朗普怎么解释，“限移令”在美国国内外仍然引发了巨大争议和大规模抗议示威。
科技界的大佬也纷纷批评这一做法。
Facebook CEO马克·扎克伯格说：
My great grandparents came from Germany, Austria and Poland. Priscilla's parents were refugees from China and Vietnam. The United States is a nation of immigrants, and we should be proud of that.
我曾祖父母分别来自德国奥地利波兰等地，我的妻子也是来美国逃难的中越混血。美国是个多元化的移民国家，我们应该为此感到自豪。
Apple CEO蒂姆·库克说：
More than any country in the world, this country is strong because of our immigrant background and our capacity and ability as people to welcome people from all kinds of backgrounds. That's what makes us special. We ought to pause and really think deeply through that.
美国比世界上其他任何国家都更具移民背景，我们欢迎各种不同背景的人来到这里，这也是我们国家强大的原因。我们真的应该停下来，深刻思考下（“限移令”）了。
微软CEO萨提亚·纳德拉也表示：

A federal court has granted an emergency stay blocking the deportation of migrants detained at airports around the United States due to Donald Trump's immigration ban.
一家联邦法院给那些因为特朗普的“限移令”被困在美国各机场的移民发放了紧急居留许可，允许他们不被立刻遣返。
美国各检察长也在讨论对策，试图对这项行政命令提出司法质疑。未来这些移民和难民将何去何从，我们拭目以待吧。
